Tom Higgins has been at the forefront of Laing O’Rourke’s Northern business for more than 40 years. A proud Northerner, Tom has played a pivotal role in shaping the built environment across the region, leading the delivery of landmark projects such as The Bridgewater Hall, City of Manchester Stadium, the transformation of Manchester Town Hall Extension and Manchester Central Library, the Metrolink expansion, and major developments including Manchester Airport Terminal 2, Factory International, Alder Hey Hospital and the Everton Hill Dickinson Stadium.

Beyond project delivery, Tom is a passionate advocate for improving the image of the construction industry. He is particularly committed to social sustainability and championing the positive, long-term impact that major infrastructure and development projects can have on communities.

Tom is a member of the Royal Institution of Chartered Surveyors.
