Construction is shifting from “carbon reporting” to carbon-managed delivery because clients increasingly want proof that whole-life carbon is being designed out, procured out, and built out. PAS 2080 is a strong marker of that change; it’s a whole-life carbon management specification for buildings and infrastructure, built around collaboration across the value chain, credible baselines and targets, and, crucially, integrating carbon into procurement and decision-making, not bolting it on at the end.
What’s accelerating the shift is that this isn’t just “best practice” anymore, it’s starting to show up in tender requirements and supplier assessments. In the public sector, frameworks such as PPN 06/21 and the NHS Evergreen supplier assessment are pushing sustainability from a corporate statement into bid-critical evidence; practical plans, supply-chain engagement, and demonstrable progress, not just ambitions.
